Proposition to Douglas County

Over the course of the past two months we have met with Highlands  
Ranch Metro District and Douglas County Board of Commissioners to  
discuss further analysis of speed data. Both presentations went  
fluidly and were well acepted by our listeners. We have recently had a  
ride along with a Douglas County Sheriff and witnessed three speeding  
tickets being issued during a one hour period of time. This experience  
provides support that drivers in Highlands Ranch are unaware of the  
damage speeding causes for the environment and other citizens.

In California it was released that all speeding over 55mph waste fuel  
efficiency and is therefore applicable for a surcharge. Our goal is to  
now spread our research to the public. We plan to write an article to  
expose this proposal to Highlands Ranch residents. During the last  
month of this project we intend to make one more presentation and  
prepare our evidence for overall consideration for future evaluation.

Our group has compiled the information of all tickets given within Highlands Ranch over the 2008 year. With this data we hope to attain an approximate value for the total revenue if a $500 surcharge is added to each ticket.

It has been determined that by driving over 55mph energy is being wasted as fuel consumption increases. With this evidence we have determined that all speeding violations of 11mph or more are applicable to this surcharge. We plan to present our evidence to the Highlands Ranch Board of Commissioners to place this surcharge into effect. This revenue will be used to help fund for the energy incubator and its research to help take Highlands Ranch off the energy grid by 2020.

Work being attended to at the current time:

1)Collecting and organizing speed data over the last five years and begin scheduling times to record data with Douglas County Sheriff’s Department.

2)Determine how much energy is wasted by driving over the speed limit in residential zones as well as how many more accidents occur becasue of speeding/reckless driving.

3)Perpare all conclusions for the Douglas County Commissioners Meeting in March of 2009.

Overall Goal: Offer the Highlands Ranch voters an alternative choice of local government that is 100% focused on an energy platform rather than traditional municipality services. The energy city is NOT a traditional government entity and doesn’t offer police, fire, social services, parks management, street lights maintenance or recreational services. These services will continue to be administered by Douglas County, HRCA and HRMD.

Empower the Highlands Ranch residents and businesses to become energy self reliant through the use of solar, wind, hydrogen and other renewable energy sources instead of fossil fuel. The city will help them do that financially.

Vision of Success: Gather enough raw auto speeding data to make a determination that Highlands Ranch, Colorado can collect money to fund small energy-related projects from speeding tickets.

Aid: The group (Derek and Sean) are receiving assistance from the Douglas County Sheriff’s Department to set up random speeding zones to collect data throughout the city.

Final Proposal: By March of 2009 will be able to safely make the assertion of what percentage traffic is speeding at any point in time. By concluding this percentage then be able to forecast a revenue model to determine how many drivers would get a speeding ticket with a energy surcharge of $500 added to the fine.
